ELIGIBLE NONCITIZEN
A financial aid applicant who is not a U.S. citizen but is eligible to receive federal Title IV aid because he or she is a permanent resident, noncitizen national, or a resident of the Trust Territory of the Pacific Islands or Micronesia.
